I've been posting in another thread, but I thought I'd post the conclusion here to start a new discussion.
I called AT&T Thursday evening to ask some questions about the iPhone 4s preorder, and the sales rep Yvonne is helpful enough to actually get my credit check going first so that the process on Friday will be even quicker. She offers to call me back the next day to complete the order, which I accept, but I decide instead to call earlier to guarantee a October 14th delivery.
I called in to AT&T at 8am on Friday to preorder two iPhone 4s and two iPhone 4, porting over four of our numbers from T-Mobile. The order went smoothly, and I was told that I needed to accept the terms & conditions and as soon as I did then the order could be processed. The service rep I spoke to (Andrea) said to expect them shortly.
Come the afternoon, I still hadn't received a terms and conditions. I called back to ask that it be sent out to me - Andrea answered and said she was resending it and to look for it in 15-20 minutes. At the same time I had a question about why my taxes were amounting to around $200 on a $800 order (turned out to be an issue with California taxes). Because it took so long to get an answer about this though, I was still on the line for a good 30 minutes and still no e-mail. I asked the new rep I was now on the phone with to resend the t&c, and this time was told that it won't be sent to me for a good 24 hours, and to call back the next day if I hadn't received it yet.
Now it's Saturday afternoon, and still no t&c. I call back yet again. This time I'm told that I won't receive the t&c until the order is ready to be shipped out, or 72 hours, so to expect it on Tuesday.
I hop onto these forums, where a couple of service reps are very helpful and inform me that I should have received the t&c within 90 minutes really. Clearly, everyone seems to have a different idea as to when the t&c can get sent out.
Sunday, I call back to AT&T yet again. This time Jerry answers, looks at my order for me, and tells me that it's been cancelled. According to him it's because I ordered too many iPhones. He talks to a supervisor for me, and they confirm that I hadn't actually ordered too many iPhones, and that whoever cancelled it had looked at the order incorrectly. He promises to call me back at 8am today to reprocess the order for me and rush it through so that I receive my order by the 14th.
Now, it's 8:44AM. I waited until 8:15 and hadn't received my expected call back. I call in myself because I have work at 9. Andrea answers and I tell her my situation and she looks up my order. She says that according to the notes on the order, my order was not cancelled because of too many iPhones being ordered but because they cannot verify the address in the order. She tells me that there's nothing they can do to reprocess the order over the phone, and that my only option now is to go into a store to place the order.
I asked for information as to why my address could not be verified, and she said they could not tell me anything more. So at this point now I've called AT&T customer support six times. SIX. I've basically wasted all of this time, because at the end of it now, my only way to LEAVE T-mobile and become a loyal AT&T customer is to go into the store.
No credit was offered to me, no guarantee for receiving the phones on the 14th despite the fact that I went through all the proper channels and constantly called as to inquire to the status of my order. There's really no point to even stay with AT&T at this point and this has completely wasted my time. This has been one of the worst experiences I've been through in terms of ordering online and communication from customer service.

Just received a phone call from AT&T Social Media (I think that's what she said?) Jam, I'm not sure if this was the person assigned to my case or not, but she took a look at my order for me again.
Same story, they need to verify my address at a retail store. I asked them why I need to do this, and once again they said they don't know. I asked if that basically means I can't order anything from them over the phone or online, and she said probably yes. She did say though that I just need to verify my address and my order should still go through.
I'm skeptical, but I guess I'll be going to an AT&T store at lunch, cause you know, everyone who placed an order online/over the phone had to do this too. Right? I'll report back afterwards.

I had a chance to touch base with the person you spoke with and clarified her response.
Your account must be verified and we are unable to do so over the phone. This is a fraud prevention measure and may be due to the number of orders placed at one time. There are many factors that might contribute to the need to verify in person.
She let me know that you need to visit a store location with a photo ID. She also stated she advised you that you should go to the store to purchase the four iPhones, not just verify your address there.
Both of use would like to make sure that the proper feedback gets back to the department you initially called. Do you remember the phone number you called?
I know this is not the resolution you wanted however I hope you understand why we cannot verify your identification over the phone.

Well, apparently the retail store's sales are completely separate from online or phone sales, so there was no way to look up my order. I could re-order but delivery is two to three weeks out, and even if I show up at the store on Friday, the limit is one phone per person, so there goes getting phones for my family.
My options at this point are either show up on Friday with three random people and try to get phones, or preorder with AT&T and wait the two to three weeks it takes to receive the phones. Or in a nutshell, everything I've done up to this point has been completely pointless and useless. My entire order needs to be redone and they said I would need to provide them with the T-Mobile account information again.
Thanks for the help here, but unless anything can be done with my initial order, I'm back at square one and I've got good reason to take a good look at the plans Verizon and Sprint are offering.

Unfortunately, there isn't anything further we can do regarding your initial order since verification was required.
I completely understand the position you're in and know this is frustrating.
One of the most important features (in my opinion) you'll only find with AT&T is the ability to talk and use data at the same time. For me, the iPhone is the perfect phone for that ability.
No hard sell here. I know you've been through a lot today but I do hope you'll decide to stay with AT&T.

I was told a dozen times by a relative who works in a Verizon store to come on in on Friday and he'd switch all my numbers. But there I was like a fool last friday at 4 AM staking my loyalty to ATT!
I am impressed that an ATT agent has approached you on this forum. But, in the end the response by greater ATT was "Oh well, get to the back of the line". No priority queue? No accessory as an apology?
Not sure about the delivery estimate -1-2 weeks, 21-28 days. Who knows, but I am less poised to sign a 2 year contract with this company. If it does not arrive in two weeks, it will be returned to the store.

I went with Sprint, and since everything but the 16gb 4s was still available (I got the 32gb 4s), it looks like I'll be receiving my phone on the 14th or a few days after.

Well, to add insult AT&T will not cancel my store order, which would allow me to purchase at an ATT phone at an Apple store Friday. Apparently they can delay delivery indefinitely and there's nothing you can do (sans of threatening to cancel your entire plan).
I will try one more courtesy call after work, if the order is not canceled I will be signing with Verizon, either on Friday or a web order with Apple. Regardless, if this phone is delivered it will be returned or refused. I am not signing a 2 year with ATT.
I hope the community managers, Jamileh in particular will forward these concerns to those making these decisions. Holding the ability to upgrade one's line hostage is not acceptable.
Very disappointed.
