Cannot receive my phone because of Sandy, AT&T and UPS refuse to help

My friend in CA ordered an iphone5 and it is supposed to reach me on Nov 8th. But zipcode of my address is 10004 which is damaged by Sandy. When the power recover in my home. I find the tracking status in UPS is delayed, and they said they will deliver when the weather is fine. My office is closed until December.
I called ups. They said I have to contact at&t to make the request to them. They said I cannot pick up the phone myself.
But when we contact at&t to change the address, they insist the address cannot be changed once it is shipped. And they refuse to do anything.
I am really disappointed with at&t and ups.
How can I make a complaint to at&t?

I would recommend that you send a Private Message to
ATTCustomerCare is part of the AT&T customer service team, They may be able to resolve your Issue. You can expect a reply via return PM between the hours of 7am-10pm CST.
This is more UPS, they should allow you to change ot pick up. I can see ATT - the device is shipped already the shipping ticket is closed to att, I would also try going up the food chain at UPS
