I've been texting over my home Wifi, why is it charging me for overages? I haven't used anything yet to begin with.

AT&T's return policy has changed effective 10/07/12. You have 14 days to return the device & cxl without a ETF. Policy info HERE.

Text and minutes are two different things, minutes are used for actual voice calls, text messages cost $.20 each and picture messages are $.30 each, there is an unlimited text and picture messaging package available for $20 per month. Wi-Fi is for data and doesn't cover voice calls or texts.
