Any cell should have 911 capability even if the cell was disconnected. The call is free. Some juridictions like NY charge a 911 fee. It is a TAX. Places like NY love TAXES.

All carriers charge a E911 service fee for cell phones and in every state, this is federally mandated by FCC and DHS

The 911 service fee is one of the 100s of charges that a company like AT&T is levied by various jurisdictions that they have chosen to pass along to the customer. There is no requirement for them to recover it from the customer, but they pass this to us along with a 911 enhancement plan, a universal service charge, and a litany of other taxes that we really don't owe. The 911 is a service charge which frankly I view to be completely fraudulent.
