Surcharges and Other Fees / Government Fees and Taxes. How are they calculated ?

I have recently changed my phone contract to a family plan with 3 lines. For Me, my brother and my sister.
The primary line has more charges billed to it and I have to apportion between the 3 to make it fair.
The problem I am having is that I do not understand the charges for:
- Federal Universal Service Charge
- County Communications Tax
- FL State Communications Tax
From the phone bill what is included in the calculations? If I knew that then I would be able to work out the percentage rates. They seem to have no correlation.

I talked to AT&T and only the following were taxable:
Federal Universal Service Charge
- FamilyTalk Nation 700 with Rollover
- AT&T World Connect
County Communications Tax
- FamilyTalk Nation 700 with Rollover
- Family Messaging Unlimited with Mobile to Any Mobile Calling
- AT&T World Connect
- International Messaging - 100 messages
FL State Communications Tax
- FamilyTalk Nation 700 with Rollover
- Family Messaging Unlimited with Mobile to Any Mobile Calling
- AT&T World Connect
- International Messaging - 100 messages
ie. not including internet or insurance,
So from that I apportion the taxes pro-rata and it seems to be fair.
