$500 deposts charged twice and still waiting for refund

Hello.

I am Canadian and paid $500 phone deposit in August 2010.  We were told that the amount would be refunded after one year.  However, in August 2011, At & T gave our number to someone else so we had to change our phone number.  Instead of receiving a refund, we were asked to pay another $500.  At & T in Michigan explained that since there were two different numbers we had to pay $500 twice. They said that our first refund would be mailed shortly. 

It has been two years.  We visited your store several times and called customer services.  Each time we were told to wait but the refund never came.  Now it's time to receive the new phone number's refund.  AT & T owe us a total of $1000 for two numbers.  I would appreciate if someone with a full name will help us on this matter.  Thank you.

If the number was canceled the number goes back into the availability pool to be given out again, there is no infinite amout of telephone numbers, this is the main reason the US went to 10 digit dialing. I know of my home number being used in 2 other area codes
