Major Billing Issue ( phone bill $1205.07)

I have been a customer with ATT for a long time and until recently I have not had any problems. Last month my bill had increased silently so I looked at it and realized something was wrong. I called ATT that day and talked with a very nice person who told me that my long distance service provider had been changed to another company. I asked why or how this was done. I told her that I did not authorize any changes. She said she would fix it back and make a note in my account about this happening without my consent. Last Friday October 26, 2012 my husband tried to call his brother and he got a message that said your long distance services has been disconnected please call ATT for further assistance. I immediately pulled up my account online and it was showing a bill for 1205.07. I called them right away to see what was going on. The lady I spoke with once again was really nice, she said she could see the notes in my record about this happening to me without my consent and she would escalate the issue to a supervisor to see if they could credit may account and restore my services. I was then transferred another 3 times only to explain this over and over again. Finally after about 1 hour and 1/2 i had to go to work so I was unable to get anything done. Yesterday, I came straight in from work and called back to check on the issue. I was greeted by a very rude person this time; she said that I had made the changes on my account, someone had called me at home and that I agreed to this and all the charges were legitimate. First, I would remember talking to someone about changing my phone service; second of all, I called way before I received this monster bill about my services being changed without my consent. I asked for a supervisor, and she refused several times, but finally let me speak to a supervisor. The supervisor agreed with the rude person I talked to before and insisted that I did in fact owe this bill. After, explaining over and over again. She finally agreed to look further into this for me and said she would call me back. I still have not heard from her, but ATT is calling me every 15 minutes with this stupid recording asking me to pay this bill. I do not feel I owe this bill, this is fraud. If you are an ATT customer please be careful, this could happen to you. I cannot afford to pay this bill, so if it does not get resolved I will lose my phone services, my internet, and my TV. This is a shame that a good customer such as me has to deal with this; I would not recommend ATT to anyone at this point.

You can send a private message to the escalation team at ATT Customer Care and someone will get in touch with you within a couple days to help you get a resolution to your problems. They are there to help customers such as yourself who can not get a satifactory solution through repeated contacts with normal Customer Service.

I just recieved an email from customer support stating that these charges are legimate, and my long distance service were disconnected becuase I requested them to disconnect. This is getting worse and worse, no help what so ever. I have never requested any changes to my account EXCEPT when I first realized a problem with my bill, and called them and told them I had made no changes, nor did I switch companies. Fraud Fraud Fraud....

Congratulations, you have been SLAMMED.
Slamming is a technique whereby your long-distance provider is changed without your permission. It has been going on since the 1980's, when Sprint, MCI, and other "new" long-distance providers were made available through your local telcos.
The gag was, they would call you and try to get you to say the word "YES" which they would then record as your consent to a new long-distance service.
Slamming has fallen by the wayside in recent years, mostly due to huge lawsuits filed against SPRINT and others (I was slammed by Sprint, back in the 1980's).
However, new services have sprung up, most of which are "garbage" service add-ons to your cell phone or landline. When you sign up for a "contest" to win a car, for example, at the local Bodega, you may have signed permission to change your long distance service or to add-on a useless service to your cell phone.
Often these services charge several dollars a minute, or add on $10 a month to your bill. And often they are listed as "special access fee" or something, so you might not notice them.
You can call the phone company and ask them to LOCK your service (as I did, when I had regular landline) to HELP prevent slamming (the person answering the phone at AT&T/BellSouth said that sometimes slamming still takes place, even with this lock).
Also, never enter these contests, or if you do, READ THE BACK SIDE OF THE ENTRY FORM carefully (better bet, just don't enter). When strange people call you, and say, "Is this Mr. Jones?" don't say "YES", say, "This is Mr. Jones Speaking" instead.
You posted your question in the UVERSE billing section. I am not aware that UVERSE has long-distance provider choice, so perhaps your question is related to land-lines. I am not aware that you can be SLAMMED on a UVERSE account. But maybe this is possible?
Welcome to the exciting new world of telecommunications! Where you can end up with a phone bill for thousands of dollars in a matter of microseconds - and end up with a destroyed credit rating if you don't pay it!
The telcos seem to be reluctant to do anything about this. The wireless folks seemed happy to send people $10,000 phone bills when they went overseas and their kids started downloading videos. Today, they are *supposed* to send you warnings when your bill exceeds a certain amount (e.g., $500) to prevent this sort of thing. Again, this is criticized as "unnecessary regulation" by some on the Right.
The only real option you have is to check your phone usage online and check it often. Lock your line against slamming, if possible (if you are ising POTS service).
For overseas long distance, I use an AT&T calling card. It is fairly cheap and since I don't call overseas a lot, it works well. Best of all, at the end of each call, it tells me exactly how much money I have left on the card and how much I spend. No mysteries and no "gotcha" suprises down the road.
I used to represent Bell South, and one of their representatives explained the "threshold of pain" theory in telecommunications. They make things annoying on purpose, as it is not cost-effective to really provide good customer service. What they have learned is that people will put up with a high threshold of pain, just to have wireless, for example.
And the "threshold of pain" theory explains why it will never, ever get better. Your only option is to consume less, or consume not at all.....

I should also mention than ONLINE CONTESTS and SURVEYS are also used to SLAM your service.
You get an e-mail or see a site that claims you can "make money taking online surveys!" and you click on the link.
(Many of these ads are on FACEBOOK, for example).
The link says you will get your free coupon or money or whatever, if you sign up for "several offers" which are "free" for the first month, but do require a credit card number. The gag is, they keep charging your credit card, even if you say to stop.
Or, they ask for your phone number or cell phone number, and then SLAM a bogus service onto your phone line or cell phone.
The best way to avoid these is to never go to these "Survey" or "Contest" or "Coupon" sites. NEVER PUT YOUR PHONE NUMBER DOWN on such sites - when they ask for this data, it is likely so they can slam you.
And never give a credit card number for a "free" service. If they ask for a credit card number, likely it isn't FREE.
I am sorry to hear of your plight, but this is not an usual story.
Rather than call on the phone, write a long and detailed letter. Print out your last five bills and show where the charges are. Send this by certified mail to AT&T.
If you do call on the phone, get the name of the rep and their employee number and ask to speak to a supervisor - get their name and employee number as well. But you have tried that, with little success.
In the meantime, I would suggest getting a CALLING CARD for long-distance, so at least you can call people.
Actually, I used to do this all the time, signing up for "poverty" land-line ($16 a month) and then using a calling card (no long distance provider selected). It was pretty cheap.
The downside to all this is that if you do not resolve this, your phone service may be disconnected and it may appear on your credit report as a bad debt. This will basically kill your credit score.
I am sorry to hear about this. But again, there is a lot of it going around.

I think maybe you just didn't talk to the right person. If you were in fact crammed by a third party fraudulently then AT&T does not charge you or credits your account.

AT&T takes immediate action to help customers who contact us and report that they may have been billed for unauthorized third-party charges.
To dispute a charge, we encourage customers to first deal directly with the third party that originated the charge, whose name and toll-free telephone number should be printed on the same bill page as the charge in question. Often, the problem can be resolved with a single telephone call.
All customers who call us to report cramming complaints will be issued credits and will not be required to pay AT&T for the disputed charges. (Credits generally appear on customers’ bills within one or two months.)
