Download Club and Dum Ringtones

Have LG Encore, but ATT won't allow me to join Download Club (if that even exists), and does not allow ringtones to be paid for other than going to the GoPhone page which is not an option. Bought 10 mb data with credit card just to move ATT along - which they haven't. I did not sign up for a "plan", but pay as you go at $55.00 per month (includes data usage). Wading through this website is too time-consuming. Is there a "Download Club" and how can I purchase ringtones?
