Unable to Connect IP camera from remote location

I have a TRENDNET TV-IP551W Wireless internet camera that will not connect from a remote location using ATT's Residential gateway address that starts with http//:108.?.?.?:1503. The port has been forwarded in the 2Wire - 3801HGV router firewall pinhole.
I am able to connect to the camera Locally using - addr: http//:192.168.3.208:1503., but not: http//:108.?.?.?:1503 Locally.
Why am I Not able to connect remotely and Locally using http//:108.?.?.?:1503.
?.?.? used for security purpose in this post.

Once the ports are added, then you just point your droid or iPhone app, or connect remotely to the server through the outbound IP that your 2Wire gateway uses to connect to ATT with.
