I just purchased a Go Phone in a sealed package from Walgreens and there is no battery in the package. Do I need to purchase the battery seperately?

No, not at all. The battery should have definitely been included with the phone. If you don't mind, take the phone back to Walgreen's (you don't have to return it) and explain that there was no battery included with your GoPhone purchase. They should be able to help you out and give you a phone that actually has a battery included with it.
