Is this article out dated based on the updated TOS (in sticky)?
People who want to use iPhone just for voice and no data services can use PrePaid SIM.
I know it can be done (youtube/Google), just want to confirm the URL is out dated.

I went to that link of yours and it showed me the follwoing.

No, iPhone 4 and iPhone 3GS are not eligible for use with prepaid service.
Any iPhone older than the 3Gs can be used on the prepaid system but nothing newer can be.

I was asking if that link was old, outdated, no longer applicable, since it did not have the date of when that article was written.
