Anybody noticed that when you are charged with upgrade fee of $36, it comes with a higher tax rate than regular? I have two phone numbers with identical plan monthly at $39.99. Each month I'm charged Federal Universal serv charge $0.49 and State Tele tax $0.76. Then one phone got a $36 upgrade fee. Now the Fed Univ Serv charge jumps to $2.17 and State Tele Tax to $3.40. If the original rate is $0.49 over $39.99, the rate is 1.22%; and $2.17 over $75.99 results in 2.86%! On the State tele tax, it was 1.90% and became 4.47% when the upgrade fee is added. The AT&T customer rep is not able to understand. They tell you it's what the law says. I want to ask the "law" what is the justification here?

Please bear in mind that these fees are percentage based so if the amount of your bill increases, the fee total will increase as well.
