Upgrade at beginning of the month?

Was told by my local AT&T store about two weeks ago that I could come in March 1st to upgrade my phone even though my update day listed on the website was March 10th because the update qualifies as long as you are within your upgrade month. Well I called today to ask them about the avaliability of the iPhone5 in store and they told me that AT&T changed their policy and I can no longer upgrade on the first but have to wait until my actual update day listed in the system. The store rep. told me that the policy had changed within the last week. Can anyone tell me if this is true and if they have run into the same problem? Thanks
