Why Do I need to enable 3g to have cellular reception?

On an Iphone 4, I have no reception for voice calls with 3g off. But I get full reception when I go to the settings to enable 3g? Isn't 3g only for data? Why do I need it on to get reception for voice calls?

I have trialed this on multiple phones and it is always the case that 3g needs to be enabled.

While you do not need 3G enabled to make a voice call, the quality of the call is much better than it would be on EDGE (2G).

What city are you in? It's possible you could be in an area where 2G is being decomissioned.

You live in a highly populated area so it is possible that 2G may not work effectively there. Either the 2G network is saturated or they have limited spectrum for refarming. I know New York is in decomission stage. AT&T needs to move people off the less efficient older technology.
