My daughter has started getting this error message on her Pantech P7000 Impact phone. She is unable to access the network, text or make any calls. My AT&T cell phone is working fine from the same location. We have tried taking the battery and SIM card out and restarting the phone, but it still gives the same error message.
My Device: iPhone 4, Samsung Captivate

I would advise to call customer service. Dial 611 from your daughter's phone or dial 1-800-331-0500.
