Lower Priority Upgrading Non-AT&T owned Towers?

We have been waiting forever to get our local tower in Cedarville, Michigan upgraded to 3G or 4G. The tower is not listed as an AT&T owned tower. Does AT&T wait to upgrade these towers last? Seems like all their own towers are getting upgraded, and the one's they don't own are still on Edge.
I'm wonder what it takes to light a fire under AT&T to get them to get some upgrades done. Having a tower on Edge is so 1990's. Verizon had been 3G for quite a while around here, and they are talking of 4G LTE in mid-2013. Hard to justify an AT&T phone on Edge these days.

I don't think it's a matter of who owns the tower (usually it's Global Tower that owns the structures in MI for AT&T). Their biggest problem in rural MI is backhaul for HSPA+ services (e.g.. fiber, microwave). They simply haven't been spending the money on upgrading it. Verizon has been laying new conduit and fiber optics in the ground here for over 2 months to all their cell towers in the county. They just finished up last week. I have heard that next year AT&T will be laying fiber like crazy to all their cell sites in northern MI. But given their track record, I have a hard time believing it.

They had better start laying the cables fast, or else they will lose me to Verizon.
