Highly doubtful that at&t is leaving the Morgantown market. It's far more likely that the network disruptions are due to the 3G upgrades. In the interim you shoul keep reporting the problem to customer care.

Keep the Tilt it is a great phone and don't listen to the sales rep and ignore what he said.. As to when, history shows that when a provider buys another it can take up to 1 year for the conversion to take place. Some reasons for that are like the towers are not up to the standards and need to be upgraded or replaced. So one would need to bear it a bit.
