Telephone line disconnect ed.

Last Friday - i called and advised i wanted to discontinue uverse and revert to local dsl/telephone service.
I was advised my billing for the change would be $74.00. I logging into my account and verified that it was.
Saturday I lost dialtone / phone service and after some trouble shooting - I was advised VOIP outage in my area.
After two more days of chatting and trying to have problem corrected, I learned today (Tuesday ) that my service
had been discontinued and I would have to reinstate and would not have service until Dec 20 (with old number).
Why was I not informed, why did ATT cancel the phone line when it was clearly noted I wanted to revert.
