I have DSL Lite and AT&T will not allow me to upgrade saying nothing higher is offered in my area. I just had an AT&T service tech here and he said that the phone lines and connection I have would fully support the next level up in service which would double my connection speed. Who do I complain to so I can upgrade?

I'm sorry you're gettting confilicting information about upgrade availability. If you can send a Private Message(top right, blue envelope) to @attcustomercare with your account number and contact number we can take a look for you.

I have the exact same issue in zip 95864. ÀTT reps at the door say the area has been upgraded with fiber optics, but when I try online to upgrade DSL speed I get the response that an upgrade is not possible in my area. Why not?

They won't upgrade your DSL because they will be sending you a letter regarding forced migration to U verse internet. If you wait for the letter it's actually a pretty good no cost deal .
They want to eliminate dsl (and associated legacy hardware, infrastructure and support costs altogether )
Of course they call it the "Important Changes Are Coming to your AT&T Internet service " letter .
so read your AT&T mail.
You have call the transition team phone # in the letter after you get it. It only took 3 -4 days after I got my letter.
to get U verse up and running . No long interruption of service during transition maybe half an hour.
If you don't wait for the forced migration and order an upgrade they charge you $100.00 for the new modem and $99.00 ~ for the truck roll to change outside connection to the vrad . Old DSL modem will not work on U Verse.
but new one plugs into existing jack ...Unless you are on FTTP instead of FTTN then it's a little different.
but if they upgraded existing lines you are likely FTTN .
If you wait for the letter the equipment is free so is the truck roll to connect the vrad not to mention $10.00 a month off the bill for 12 months so you save about $209.00 at least . If you add TV and and DVR it might be different.
I wouldn't trust ATT with TV service personally. Picture is good on Dish equipment works also.
It may take awhile for the offer after they upgraded the lines U verse was avail in my neighborhood for about 6~ months or longer before they offered the no charge migration. Thing is if you do not call them after you get the letter
sooner or later maybe 30-40 days they will just dissconnect your existing DSL service .
then you have set up new account and pay for everything or change providers so those are your options.
They send out new modem with self install kit 2nd day air ,then tech comes out on scheduled date changes your connection outside then you un hook dsl modem ,connect new modem set up your wifi if you use that and your good to go .Only thing is keep the box because if you cancel or upgrade later they will want the modem back.
That is if your new modem works I've had two with DOA wifi (common problem) so right now I'm using my own Router behind the new modem. until I get a fully working one . Also had a 2wire 2701 that died I had to buy a new unit to replace that one . Connection speeds are more consistent on u verse than DSL and almost always reach stated maximum at least in my case. I,m only half a block away from the vrad.
Good thing is they will provide the equipment (new RGW u verse modem /self install kit at no charge )
if you are on 1.5 mbps you automatically get free upgrade to 3.0 mbps if you have other speed right now they will provide equal or better speed or you can upgrade plan then also and they discount your bill by about 25% a month for 12 months .
and if you win te equipment lottery you might actually get a fully working RGW (modem) the first time!
