No resolution and sales push

Got on chat to resolve an issue and got no help from guy named Julio, then received a push for ConnecTech at $15/month " easily billed to your current billing process " ?  What's with the disregard for any problem resolution followed by the sales push?  Maybe somebody can enlighten me as to what kind of service ( none BTW ) just happened.
