I have the VOIP service and I use redial all the time. It is not redial through the ATT service, but the phone that I use has the redial feature in it.

I, too use the redial button on my phone to generate the tones. Many phones have this feature. The call would appear to U-verse the same as a manually dialed call.
If you feel that you are experiencing a delay using this phone redial, you are right. All U-verse calls are delayed while it waits to see if you are going to dial more digits. You just may not notice it when dialing manually.
To prevent the wait, dial # after the number (or after the redial is done). This tells U-verse you have entered the full number & it will process it immediately , without waiting.
The internal U-verse redial is even faster, after a minutes wait. It is automatic. It is called repeat dial. It automatically redials every 60 seconds for a half hour & rings you when the call goes through.
Initiate with *66 after a busy (i.e. hear busy, hang up, pick up, dial *66). Cancel with *86 or when call goes through.
