Recently subscribed to u verse internet. Everything is fin so far except that I can no longer download email from my Non ATT email account.
I can download my email just fine, as always when using any other internet provider, hotspot, etc.
I have no problem sending my pop3 email...only downloading.

How are you trying to access your email? What OS & version? (Windows? Mac? iPhone? Android? etc.) What program are you using to access your email? (Thunderbird, built in app, Outlook, Eudora, etc). What error message(s) do you get when you try to access your email?
I am not having issues accessing my POP3 email here in the CHicago area, but I do know that each region has different issues of their own (I can use Skype, but my friend in Detroit can't because after 5 minutes, he starts having huge latency issues). You might be having regional issues, or it might be somethign application specific. That's why I asked for details. If you can provide teh full error messages you are getting, that can often give the information to resolve your issues too.

Laptop works great for my email on another ISP, hotspot, etc

Does your email server allow you to use SSL connections? I remember that AT&T is blocking the "open" SMTP ports, but allowing SSL connections, and I believe they may be blocking POP3 as well. I know that my email is setup to use SSL, and I can connect and pick up just fine. To be honest, I have grown to like IMAP, so I seldom use POP3 any longer, but it seems to still work for me (via SSL connections). The one account I stil have setup to use POP3 gets about 2-3 emails a year.

AT&T blocks port 25 outbound which will lead to sending email if you're not using SSL. However, inbound connection doesn't change. In fact, port 25 inbound (not like you would use it for POP anyway) isn't blocked.
