When I called customer service in the phone, they said it wasn't available, but couldn't say why.
What is going on?

If you have FTTP (Fiber to the Premises) as opposed to FTTN (Fiber to the Node), the Max Turbo internet service would not be available at this time.

Why is FTTP different?

I had been under the impression this restriction had been lifted. However, I can't find any substantiation to that.
Apparently, no, FTTP customers still cannot get Max Turbo. Bummer.

The reason, as I understand it, was that when the FTTP setup was designed, the FTTP profile was better than the original best FTTN profile of 25/2.
Later, AT&T came up with the enhanced 32/5 FTTN profile, which allowed enough free overhead for the 24/3 HSI service. However, the FTTP profile is apparetly inferior and not able to handle 24/3 HSI. It has been this way for at least a couple of years now.

Someone mentioned in a previous post about changes that would be required at the ATT backend for FTTP to get MaxTurbo. Any idea what that might be and if it is something in the works anywhere?

The restriction is still there. It is a hardware issue with the FTTP implementation. It will require an infrastructure update in order to allow sufficient bandwidth for FTTP installs. The current bandwidth limitation for FTTP is 30 mpbs. The Max Turbo internet requires the 32 mpbs profile.
There is a long discussion on this topic on the dslreports.com forum.

Update:

This is an FTTP home.

I would be concerned that you're getting billed for something that they cannot provide.
