Can't access a specific website using U-Verse

Just moved and got U-Verse and I am unable to reach my local government website (www.miamidade.gov) or any site associated with the municipality. I have three PCs at home and none can reach it but I can reach all other sites without a problem. We use IE7, IE8 and Google Chrome. All cache and cookies have been deleted, DNS has been changed from auto to 8.8.8.8 (google), when using iPad or cell phone in wifi site can not be accessed, but if I turn the phone to 3G I can access fine. It is obviously a router/modem issue (both units are combined in U-Verse). The router was swapped by tech but it does not work, another tech changed the box connection outside to another box and it didn't work either. Both techs were stumped. When using the PC with a hotspot the site comes up. The tracer is as follows:

You can try to call 800-288-2020, ask for tech support, ask for tier 2, they'll escalate it to t2 ICU.
Though, I do want to let you know they can't fix something that's not on their network. Anything 5 hops or below is an AT&T-associated network, over that is not. Since you can reach 10 hops, the request is leaving your modem, leaving AT&T, and then timing out.

I'm able to reach that web site without an issue on my U-Verse connection.
I agree with Jeffer, it looks like a routing error on Level3's network or a network connected to Level3. This may be due to their problem, or may be due to AT&T not correctly advertising the route that your IP addresses lie in.
If this persists, I would recommend that you send a private message to the escalation team at ATT Customer Care and someone will get in touch with you. Their normal business hours are from 7am to 10pm Central Time. Please take into account weekends when contacting them.

Strange. I entered Miamidade.gov into my FF browser and went right to the web site with no problem.
