Does weather affect dsl

So I have fast access dsl 3.0 and everytime it's cloudy or overcast or rain even if it's light rain, my dsl constantly goes in and out. I'm guessing there could be an issue at the NID or maybe an exposure in wirring that allows water in but how would that explain the cloudy and overcast issue.
