Blocked outgoing SMTP mail server connection

While setting up an Outlook account I can receive mail but canot send.
"Outlook cannot connect to your outgoing (SMTP) email server"
My settings work ok from a hotel etc. just not from my house.
also
> telnet <smtp.server.name> <port_num>
Connecting To ---.---.com...Could not open connection to the host, on port 110: Connect failed
How can I resolve this as it seems to cost about $50 to $75 just to find out if ConnecTech can fix this - which service would that be and can they even fix the problem??

Pop: pop.att.yahoo.com, Security SSL, Port 995
SMTP: smtp.att.yahoo.com, Security SSL, Port 465.
Make sure also in the Outgoing server tab, that the "My outgoing server (SMTP) requires authentication" is checked, and that also "Use Same settings as my incoming server" is also checked.
Also, what version of outlook are you using?

These settings to not work for me. Considering I have a SMTP server for my domain, how can I get access to that. Is AT&T blocking the SMTP port now (considering we've not had an issue like this for months and now all of a sudden we are having this issue)?
I guess in the end I don't mind using the ATT/Yahoo SMTP servers if I could get to work either?
Help...

So I wonder why AT&T smtp settings listed in this post don't work for me? I use my att email address and pw for the login. I confirmed using Telnet that I can resolve DNS for the listed URL and get to the port...
