Unavailable phone call question

I received a phone call with a one word message, "mom". It was not from either of my daughters. The caller ID just said "unavailable" and no phone number. When I attempt a call back I just get the busy signal/off the hook signal. Does this just sound like a prank caller who is hiding her number?
