Sudden slowdown in data speeds

I started a new job a few weeks ago and have been having a strange problem with a sudden slowdown in data speeds. I use an iPhone 5 and have a grandfathered unlimited data plan. In the mornings at work, my data speeds seem to be fine. I can get decent download and upload speeds, listen to a morning podcast, etc. But then, usually around after 11 am or so, my data becomes unusable. I can't even get google.com to load. Sometimes it clears up later in the day, sometimes it doesn't. I initially thought this could be data throttling, but when I leave work it seems to be fine - I can listen to a podcast on my drive home.
I just don't understand why it changes all of a sudden. I usually have 4-5 bars of service at my desk, and the 4G icon is always present. Its very frustrating because the internet on my work computer is heavily restricted so times when I need to quickly check on something I am prohibited from doing so. Any ideas/solutions for this problem?

I also think it has something to do with the iPhone 5. The problem is very frustrating because the data connection at my office seems to drain my battery. I was at 100% this morning and it is now noon and I'm below 50%.

Added a little more confirmation to my theory. Was having trouble downloading on my phone. Walked outside, it worked fine. If it was just a problem of bad service, I could understand that. But there are plenty of times where I get perfectly adequate speeds in the same exact position inside. And if it was throttling I could understand that. But my data speed isn't being throttled anywhere else.

Sounds like it's nothing more than building construction. Many things in a building can interfere with cellular services which is why no carrier will guarantee coverage inside a building.

That's what I'm leaning towards. I've just never had reception problems in such a strange way. I get full bars, can send texts (not always iMessages), and usually have at least 1-2 hours of normal data reception a day. But then for huge chunks of time I have no data coverage at all (not just slow, unable to load anything).

It does seem odd that it would only affect data. Does it always happen during the same time period? Maybe something in the building is running only during those times. Just a guess of course. Do other people have the same problem?
Check for available WiFi access in the building. Although if they restrict your internet access, it might not help.
