Internationally data usage

If I am using wifii is my data usage free ?

I keep data roaming off and cellular data on , would this prevent charges as long as on wifii?

Cellular data costs money. Wifi can also cost money if you are connecting to a hotspot at a wifi cafe, and they charge a per use fee.
