iphone 5, help

I will go to the United States next month, and would like to buy a locked iphone 5 at & t (U.S. $ 200.00) without contract, only blocked. is this possible?

Not possible at that price without a contract. No contract phones are $450 more than the $199 contract price ($649 total).
