Texting between iPhones & iPads

When I send a text to a person who has both an iPhone and an iPad, the text shows up on the the phone only. If I receive a text from the person's iPad, they can receive my response on the iPad.
Any suggestions?

Go to settings>messages and look at the setup for receiving messages. It should list emails and phone numbers that iMessage will use to recieve messages at.

On my iPad (which is wifi only) iMessages are received by using my email address. The person sending the text must send it to my email and then it comes to my iPad and iPhone simultaneously. On your iPhone go to settings > messages > Receive at > and add your email address. Do the same on your iPad except "receive at" can only be your email address.

They need to look at their iMessage setup. In particular the addresses that are recieved at each device.

Maybe I was not clear, the
iPad receives text messages from some iPhones, but not all. If the iPad sends a text to my iPhone, I can respond and the iPad receives the text.
