FaceTime over Cellular on iPad with no other AT&T devices

Okay, I see that AT&T is trying to move customers to their shared data plans, but the ONLY device I have on their network is the new iPad.  Other than that, my phone and other devices are Verizon.  The only reason I went with AT&T in the first place was segmenting networks in case one was better than the other in any particular area I was in.  That being said, you are telling me that as a month-to-month data plan purchaser, I am being limited, almost punished, for not being 'more' of an AT&T customer?  The only reason I am posting this, is I wanted to confirm explicitly that with my configuration, there is no way AT&T will allow me to use my device with the data I paid for in the way I want to?  Is this really correct?

yep att is restricting all customers that dont have a family share data plan !!!!! unfair att  !!!!! file informal complaint with fcc https://esupport.fcc.gov/ccmsforms/form2000.action?form_type=2000B
