If I were you, unless you are ordering an iPhone I would go to an Apple Store. A lot of AT&T stores don't have any iphones in stock or sell out early in the day. If you want to walk out of a store with one, I'd suggest going into AT&T to just pay your bill, but go to Apple to buy the phone.
Of course, you should also check/call your local AT&T stores in case you live somewhere where they have iphones aplenty available. But Apple would be my best bet, definitely.

As far as I know, ATT only communicates inventory to potential customers by by making them go to the stores. You can check ATT.com to see whether or not a store is authorized to carry iPhones, but that's all you can do. You can't even call them (at least in my area) and get a live representative to ask. Instead you get a recorded message about iPhone tethering delays from last Friday and then it hangs up on you.
Apple.com has an online next-day iPhone availabilty checker for their Apple Stores, but not ATT.

I'd personally go to an Apple store. I find the AT&T store employees to be very rude and unhelpful. Although the Apple store employees aren't experts in AT&T, they were trained for the iPhone situation and would help you best.
