Since you are out of the US, your best bet is to wait until Apple starts selling the unlocked Iphone 5's. The no commitment ones are still locked to ATT and you would have to go through the steps to get it unlocked where as apple will sell one that is already unlocked when the stock is sufficient

Hi, I know the "no commitment" iphone 5 is locked to at&t but i will it would be under some 2yr or 1 yr contract? And i heard that the "no commitment: iphone 5 can be unlocked with a simple itunes reset, is this true? And what kind of plans would i be able to choose if i buy the "no commitment" iphone.

If you buy a no commitment phone you will need to fill out the online form for att to unlocked the phone, just go to a apple store and buy a unbranded unlocked phone, same price and a lot less hassle - if you can find a store that has one

Make sure you buy the right version for your country.
The ATT version only supports LTE in limited countries. http://www.apple.com/iphone/LTE/
Ultrafast LTE. Available here.
With LTE on iPhone 5, you can browse the web, stream content, or download a movie at blazing-fast speeds. To see if iPhone 5 works with LTE networks in your country, refer to the chart below.1 For more details, contact your carrier.

- Data roaming depends on supported bands and carrier policies. LTE roaming may not be available. Contact your carrier for more details.
- To identify your iPhone 5 model number, see http://support.apple.com/kb/HT3939. Unlocked iPhone 5 models may support LTE networks outside the country of purchase when using a valid SIM from a supported carrier. Contact your carrier for more details.
- LTE band support is based on the iPhone 5 model number and configuration for either CDMA or GSM networks. Band support does not guarantee support on all LTE networks running on the same bands.

If you buy no commitment price, you are not bounded by the contracts and can choose whatever service you want. But in order to buy no commitment price, you still have to be AT&T customers to get an easy process.
I talked to apple rep both in the store and from the telephone, they all told me, as of now, apple WILL NOT SELL unlocked one. They dont know when it will be. They said it is not common. Usually they will know the date but for iPhone 5 they do not know. So, they suspect it won't sell unlocked one.
May be because Verizon is alraedy unlocked out of the box and AT&T is easy to unlock by simply restore in iTunes (work only for no commitment price). So, apple would not even worry about it.
Apple will sell no commitment price iPhon5 but you have to go to the store. They do not sell it online. And currently for the contract iPhone 5, the back log is 6-8 weeks. So, it will be difficult. Getting from AT&T will be 2-3 weeks.
So, get it from AT&T and the same hassle !
If you hear anything or anybody say that Apple sell unlock one, that person does not know what he is talking about. It might be in the future, but as of now, there are NOT !!!!
