First if the phone is still under commitment, it will not be unlocked.
This sticky has a link to the a portal that will allow you to submit the request for unlock, and it lists the requirements that have to be met to allow a unlock.

Not in the forums, but follow this link to the sticky that has the requirements that have to be met to unlock the iphone and a link to a portal to allow you to submit the request if you qualify

If you requested to have your iPhone unlocked, I would connect your iPhone to iTunes, sync and ensure you have a backup. then I would select restore and then setup from your backup. During that process you will get a message that says your iPHone has been unlocked if that is what this message relates to?

Hello everybody,
I just registered here to post a problem I'm facing. I recently purshased an Iphone from somebody. He used it for a while but decided to sell it for a new cellphone. The phone itself works just fine the problem is that it's locked to AT&T and I live in Belgium.
So I been doing research all day and I even used the form to contact AT&T but since I'm no customer it's hard to get in contact with somebody.
The problem here is that I don't have an original receipt and I'm not in the US to do well bassicly anything about it. On the back of the iPhone box however there are 2 stickers from AT&T so I don't know if this might help.
It has following number on the stickers:
(1P) Part No.
(S) Serial No.
()ICCID
IMEI
and a barcode with some numbers under it.
All I want is my iPhone unlocked so I can use it with Belgian providers. He isn't using his AT&T anymore, atleast he sold his cellphone and I wish to use it now. What do I do?

@jamileh, I already filled out that form and got a mail asking me to fax a receipt to AT&T, but since I don't have a receipt it's pretty pointless no? I can show you pictures of the iPhone box with the numbers.
@youngjm, the person I purchased the phone from isn't a friend, he was just someone selling his iPhone... I have everything of the phone except the receipt but I can't seem to get anywhere with either a receipt or a current or old AT&T number.

I would understand if I just randomly got an iPhone and then just say, hey ermm just unlock this for me, but I'm here in Belgium, without at&t service and I have all the information about the phone. I don't see any reason why they can't unlock mine.
The biggest problem is just getting this information over to AT&T, in order to be able to contact customer service you need to be a AT&T customer, and in order to unlock it you need the receipt, there is no other way to get in touch and that's the bad part.
If I could walk into a store with this iPhone I can have it unlocked I'm pretty sure they would scan it in and be like ok, yes this phone was sold in that store at that date. You can unlock it and use it.

no matter what information you have, unless you have a reciept showing you prurchased the phone at full price from an autorized dealer it does not qualify. You can try locating the person you bought it from and see if they qualify that they can start the unlock request, but you are pretty much out of luck. even if you walked into an att they could not unlock it for you either. sorry but your phone does not qualify as it stands

Ok, so maybe this is a solution.
If I buy an AT&T sim card online from amazon, I bassicly become an AT&T "current" customer correct? So I would be able to use the form:

as a current user and ask to unlock my device, or would I still need to show the receipt?
On a side note, they ask a SSN number , I'm guessing this is social security number? But since I'm not American what would I need to do if I'm a current member?

Greetings, i recenlty bought an Iphone on Ebay from ATT wich came jailbroke and unlocked for international usage. We did the update and now is not working...Is there anything that i can do so i can use the Iphone here in Costa Rica?

It might work in theory, but one of the requirements for current customers is that your account has to be active for at least 60 days, so that means you would have to pay AT&T for at least 2 billing cycles. Also, if you are outside the US the whole time, if you actually used the phone during that time, you would pay extremely high international roaming rates. Getting an account may be a problem is you've never been in the US if you don't have an SSN, don't have a US address, may not have a credit history, and I'm not sure if you could activate it if you aren't connected to AT&T's network. Finally, AT&T has the catchall that says they have the right to deny any unlock request that they believe may be an abuse of the policy, so they could jsut say no if they thought you joined just to get the unlock and then leave.
I'm not sure it would work in reality.

the iphone needs to be out of the 2 year commitment period, so no it would not work, the only way he can do that is to purchase the phone at the no commiment price, and at that point it is easier just to buy one from apple that is already unlocked

Hello, I sent my iphone unlocking request last friday and get an email on Sat saying I am eligible and ready to be unlocked. However, It seems my phone still locked until today. I don't know what's going on. Would you please advise me how to move forward.

Keep trying in iTunes. A few things have to happen after they send you an email that you are eligible. First, AT&T has to request the unlock from Apple. Second, Apple has to update their iTunes servers. Both can take a little time.

true - but the person that completed the contract would have to request the unlock, the person that purchased it from the 3rd party could not sicne they did not complete the contract
