All sources point to yes. You will just need a nano-sim from ATT to avoid cutting your own sim card down.

Yes, but it won't ever be able access LTE. The device only has the physical components required to connect to AT&T's 4G (HSPA+) data networks and below.
Note that it doesn't work in reverse. An unlocked AT&T iPhone 5 will not work on Verizon's network at all.
