No you DO NOT turn data roaming back ON. If you do you will start using international data at the rate for the country your in.
WiFi will work no matter what the data roaming is set to.
When you connect via WiFi you can get your mail anyway your perfer to (using the mail app or Safari).

I am traveling to Mexico soon...if I leave international roaming off...but leave my phone on so that i can receive (if needed) an emergency call from back home...there hsouldnt be any additional data costs correct? I know the phone uses data while just sitting in my pocket or on my desk while it "does what it does" but with international roaming off the phone will be able to hold a signal, receive a call, and not run up data charges right? So theoretically I wont pay any extra $$ unless I make or answer a call while there?
That is my understanding, but I want to be certain before running up a $100 or worse bill while my phone is just "idling"

Thanks for the info...one last question...if someone sends me a text, and data roaming is off...what happens to the text? I dont get it, correct?
