How to get an early upgrade?

I accidentaly dropped my iphone 4 and it's cracked! Unfortunately no insurance which I regret about it now. I have been a ATT loyal for 5 years and I have called 3 different agents and got 2 different answers. First I was told that I need to pay 599 dollars due that my upgrade is not available till June. So I asked if I can get an upgrade early. Indeed I was told that I would get an partial upgrade price reduced. And it's 540, I still can't afford it.
Then i called 3rd time and got an different answer, was told that I can get the waiver fee for Iphone 5 and pay 199.00? I am confusing and disappointed due that I have been told 2 different versions. I didn't go along and take this opportunity that and don't want to see the next month bill that charge me $500 if this second agent is not pay attention to it's job.
So I am wondering if there is a way that I can get an early upgrade to get iphone 5 with 2 years extension contract? Inculded fee waived?

Early upgrades are not ususally available for iPhones. I would go to your local Apple store who will have some options for out of warranty service that are cheaper than what ATT is telling you. The last time I looked, a Screen repair for out of warranty was $199. www.apple.com/retail

Well since I decided it's time for me to get another iphone istead of 4. So I am curious if there is another way to get iphone 5 cheaper than 599 discount price?

You could try to buy a used iPhone on Ebay. Just make sure it's an at&t phone since other carrier's phones might still be locked to their network.

Or take it to a Apple store and ask them how much to replace the screen - price wil vary depending on what exactly is broken. Other option is a 199.00 out of warrenty replacement at the apple store

OP had indicated that he/she is looking to get an iPhone 5 (emphasis mine):

Thus it would seem that, as far as OP is concerned, screen replacement is not an acceptable option, given his/her comments...and I doubt that, at least for the foreseeable very near future, Apple won't be giving OP an iPhone 5 to replace his/her iPhone 4 if OP elects to go with the $199 replacement option.

the response wsa to the post above and not the OP. If that method is unacceptable then
1. pay full retail price
2. see if you qualify for the discounted priuce + 250 deductable
3. by a unwarrantied and unknown condition device from ebay and hope you don;t get taken
4. buy from a company that takes the devices in and refurbishes them
Take into account the long term view and recall that for options 3 and 4 the phone will never be eligible for unlock per current requirements. Perosnally allways look at long term conditions rather then bandaid propositions
