Can AT&T unlock my Iphone 4 16GB? (off contract)

Okay so I am going to move up to the Iphone 4s since its cheaper at just $99 I will be doing the same for the Iphone 5 and every Iphone available. Anyways my brother says my contract is going to end in October 10th and I was wondering if I can get my iphone unlocked from AT&T. I googled before and saw that AT&T was doing unlocks for of contract phones. Also if I update the IOS to a new IOS when it comes out will that cancel the unlock?

Thanks for the link and help My phone isn't factory unlocked thats why I want AT&T to unlock it incase I wanna sell it. So are you sure that if I update from IOS 6 to the next one if it comes out the AT&T unlock won't go away?
