What happens when you follow the instructions?

How to update

1. Select Menu or pull down the notification shade.
2. Select All Settings > General.
3. Select About phone > Software update > Update Now.
4. If not connected to Wi-Fi, message reads  A software update is available for your device that requires Wi-Fi connectivity for download process to begin. Connect to Wi-Fi network?  (If already connected, skip and go to step 5)
5. A new software update from AT&T is available for your device.  This software update will take several minutes and will not delete any personal data on your device.  All services (including emergency calls) will be suspended during the install.
6. Tap Continue
7. Status Message  The software has been successfully installed.  Your device is now ready to use.
8. Tap OK. 

Basically the first step is to launch the Settings application. It's icon is a Gear.

In Settings, Go to the General Tab, or Choose the General menu option.

Then look for About Phone option, etc...

At this point I'd cal 611 on the phone and have a chat with customer service - verify your plan is correctly provisioned.
