"Good" is a relative term, and depends on your personal wants, preferences, and budget.
Looks like a budget phone, smaller than Galaxy S3, and mid-range (although maybe not terrible) specs. If you are on a budget, I'd go for the HTC One X ($100 subsidized) over the Express, unless you want to stick with Samsung, and/or something smaller than One X or GS3. Or will be paying the unsubsidized (full retail) price for a phone.

AT&T announcement says the phone will be $100 subsidized.
I also mistakenly was looking at the length measurement of the screen, not the diagonal. The diagonal measure is 4.5", which is only a bit smaller than the One X (4.7") and Galaxy S3 (4.8").
But considering that the phone is selling for half the subsidized price of the S3, it suggests this phone is less than a flagship, and aimed at the more budget-conscious. More details are needed to really know how this phone truly stacks up. But the 5 MP camera also points to a more mid-range phone. I'd still bank my money on the One X before the Express, since they cost the same (subsidized).
