I received a follow up from AT&T's Office of the President because I disagreed with their resolution to my BBB complaint. The rep I talked to last week alluded that the update to 4.1.2 wasn't happening at all. This one walked the corporate line with, "We have no information to share at this time". Despite my best efforts, he wouldn't deviate from the canned response.
I don't know why they're playing this so close to the vest, there aren't any other major carriers that will be surprised by the release because they all have it. AT&T would only be catching up from far, far behind.
I feel pretty strongly about the Better Business Bureau and FTC complaints. The fact that they are required to respond is the best part. It should keep the Office of the President quite busy for some time. The complaint takes all of 5 minutes and is very easy to complete. If the story you receive in your callback from AT&T is different than than mine, please post it so we can see how many variation they will give us.
If this is true, and they don't intent to update, then ATT is in direct violation of Andriod's update policy which requires participating manufacturers and carriers (which ATT is) to push all updates relesed for 18 months.

So not only are we not getting the update, but we can't even use video on Hangouts over mobile data, yet Verizon can. However, AT&T has said by the end of the year that we'll be able to use video Hangouts no matter what data plan.
Let's see if they keep their word on this. AT&T is a joke and I'm going to switch when my contract is up.

alphaneko, hope you don't mind but I used your awesome update breakdown in one of my Facebook posts to AT&T's page. That's a great way to show it in black and white.
By all means, repost the message if you like.
I'm considering doing a running count of the days since 4.1.2 release in this thread or an online counter page (now at 208 days of futility!) That will be easier to twitter/FB blast the count every day just to give it even more visibility.
When a company treats their customers with such disdain and openly provokes their cutomers hostility by talking down and lying to them - we are left with no other recourse but to bring enough negative publicity until they change. They may not care about a single individual, but imagine if each of us tells our IT manager friends to dump AT&T, or they read about the terrible neglect from our posts... Soon enough, AT&T won't be just losing dozens of customers, they'll be losing thousands and unable to attract new ones.
Maybe then they'll feel motivated enough to act.
AT&T needs to be reminded that first and foremost, they are a service company. Their business relies on the good will of their customers, and their service is no different from any of their other competitors, except worse.

FWIW, The FW update 4.1.2 is going through internal testing ATM per @SamsungUpdates on twitter. They are extremely reliable, in fact they announced that the 4.1.1 update was available before AT&T even knew about it.
Thank you for the valuable post. Unfortunately, this doesn't make the fact that other carriers have already released this update months ago any more palatable. AT&T's treatment of their customers and lack of support for flagship devices is absolutely inexcusable. My GS4 Google Edition should be arriving sometime next week, allowing me to permanently eliminate AT&T from the update process.

1. Will the new OS allow AT&T Navigator to keep pointing out that it is not the default application whenever you use Google Navigation, until you get frustrated and touch it by accident- which opens the app- and (if you agree on the next screen) potentially subscribes you to the service.
2. Periodically reset your defaults so the above message appears randomly, even after you think it was resolved by making Google Navigator the default navigation app.
3. Have just enough bugs to make you want to buy an S4
I'm guessing we're stuck at #3...

This is probably the biggest issue facing AT&T customers, whether they are privy to it or not. Security risks of non-up-to-date software aside, consumers are also faced with the prospect of deflation of property value- if I bought a phone on carrier A for $199, which receives the latest and greatest software, and you buy a phone on carrier B for $199 that does not, or the software update is delayed beyond the practical life of the device, the phone on carrier A is worth more if you were to sell it than your phone through no fault of your own (other than a poor choice of carrier). You have taken a real and monetary loss for their ineptitude and/or neglect...
Plus, I cannot see ANY business reason for these delays (it's not like the release will be bug-free when it comes out, so "perfection" isn't really a goal here, and there are always bugs- that's why you update early and often), all it is doing is creating a feeling of neglect among their customers, which (as others have pointed out) in a service industry is the WORST thing you could want.
I have even volunteered my free time to help them at least begin to remediate the issue- to which they had no interest whatsoever...

Smart move on your part to purchase the Google S4. I'm going to do the same. I will no longer purchase a phone from AT&T. I've been with them too long to be treated this way. They should refund every S3 owner.
