If locations services is turned off on a phone, can the phone still be located?

Why does location services need to be turned on? Shouldn't it be able to give a general area without it? Any kid that doesn't want to be tracked will turn location services off and there is no way to prevent that. 500 meters would be close enough for what I need.

AT&T FamilyMap uses Enhanced Cell ID (E-CID) and Assisted GPS (A-GPS) technologies to locate your device.
E-CID uses the cell towers to get an estimated location, usually within about 500 meters. Almost all of the devices on the AT&T network are capable of being located with E-CID technology.
A-GPS allows for more accurate locating abilities with the assistance of satellites. Locations are generally accurate to within 15-30 meters.
