I don't know why, but I would gess that with the new cellular plans, you have unlimited talk & text, so there is little use in supporting a feature to give you unlimited voice calls to a list of specific numbers when you have that with all numbers.
I never realized that they offered this for cellular calls though I did know it was available for home phone service. I never subscribed to this just because I generally had so few voice calls that it didn't make sense for me to use it.
