The flashing ethernet light means that you don't have a connection to your router and thus the internet. A little more detail on your setup would be helpful. The lights that should be solid green are power, ethernet, GPS, and 3G, in that order, top to bottom.
I would check the ethernet cable and make sure it's connected snugly to the MicroCell and your router. You might want to try another cable or connect another device into the same ethernet port on the router to make sure the port is working ok.
Is this a new MicroCell or did you buy it second-hand? If you bought it second-hand, it could be defective.

If the Ethernet light is flashing green then the 3G light should be flashing green also. If the 3G light is solid green and the Ethernet light is flashing green, I'd suspect that there is something wrong with the Mcell.
