Need to dial twice to make an outgoing call; first call often fails

Hello,

We have a 3G microcell using a FiOS internet connection and use iPhone 4Ses. When calling, what we commonly experience is that the first call takes roughly 15 seconds before it fails and then the iPhone says "Callback" or something similar, then pressing the "Callback" button works the next time.

It's a concerning that the call doesn't go through immediately, especially if there's an emergency.
