I'm in Austin TX. I've had a microCell since 2010 and its worked reasonably well most of the time. Lately the device has been doing this thing where it boots up, tracks in the GPS, locks in the 3G connection and then the 3G conneciton starts flashing, the power light goes red, and the thing reboots and it starts over. When speaking to support they had me disconnect and then re-register the device and now I'm waiting for activaiton to complete while the device does the boot cycle over and over again. The only recent change in my network was replacing my old DOCSIS 2.0 modem with a 3.0 modem, though the microCell wasnt working before that happened. Do I just have a dead device? Is there something else going on here?

If your MicroCell stopped working before you upgraded your modem then it's probably not your modem, unless there were some protocol changes (blocked ports, etc) that you aren't aware of. Try a hard reset by pressing in the reset button on the back and holding it for 30 seconds. Check cables, etc.

AT&T will occassionally update the MicroCell overnight when there's least likely to be activity. The updates ususally require the MicroCell to reboot itself. Sometimes that doesn't happen correclty and you will either get a flashing red 3G (which could mean a hardware failure) or a flashing green 3G (which means there isn't connectivity with AT&T). A hard reset will force the MicroCell back to a default status and sometimes can clear anything that got hung up during the reboot process.
I just went back an re-read your original post and you said the power light goes red and then it starts the re-booting process. It could be a faulty power adapter if the power light it going red. Check the power adapter for anthing obvioulsy wrong and replace it if necessary. Make sure you note the power requirements on the adapter and replace it with one that is rated exactly the same. The MicroCell is picky about its power supply and a lower rated one won't work correctly.

Ya know, that's really hard to say. The MicroCell's don't seem to be built as robust as one would hope. Mine is pushing 2.5 years but I had to replace my first one at 8 months. That's sort of why I'm here now. Blinking indicator lights can have different causes so it's really hard to pin them down without a lot of troubleshooting. However, a power light that goes red is one of two things. Either the ac adapter is going out, which can easily be replaced, or the power section of the board is failing which can't be repaired. I don't know of anybody who's sent their MicroCell in for repair. It's usually just replaced with a refurb unit, at a cost.
